Our client company is an independent logistics service provider focused on acquiring and operating logistics assets in North America. Our client has transformed into a leading midstream company, owning 24 terminals across 15 states.

JOB DESCRIPTION

Total Travel 10% Portland – 90% Focus
Company Wide - 10% Focus

The position serves as the company’s interface with multiple branches of government and regulatory bodies, as well as serving as a liaison to work in partnership with key trade organizations, business groups, and community stakeholders.

RESPONSIBILITIES

 
  • Lead, develop, implement, and maintain all environmental, and sustainability programs, policies and procedures based on leading indicators and actions.
  • Support company commercial and business development initiatives as needed.
  • Provide environmental regulatory compliance guidance to senior leaders and their business teams to achieve full compliance with all federal, Oregon and local environmental laws, rules, and regulations
  • Establish and maintain collaborative relationships with key internal stakeholders to develop effective compliance strategies
  • Ensure support and compliance for construction and other business development plans
  • Develops and implements public policy strategies supporting business goals and promoting positive reputational image within the local community, while assessing community needs and expectations
  • Possess strong written and verbal communication skills, with demonstrated ability to effectively communicate complex compliance issues to a broad and diverse group of professionals
  • Foster a culture of transparency on environmental-related matters
  • Build relationships and communicate environmental information to local community members
  • Acts as liaison between the site and Local environmental regulatory agencies
  • Assists with securing necessary permits and licenses for the business. Monitor compliance with permit limits and ensure timely, proactive communication is made to Operations.
  • Ensure timely submissions of all reporting categories (routine, incident, follow- ups)
  • Act as a key point of contact and communication with federal, state, and local regulators
  • Maintain all air permit requirements.
  • Maintain all Wastewater and Stormwater Permit requirements
  • Gauge monitoring wells if present
  • Collect stormwater samples and send to lab for analysis
  • Inspect and maintain catch basins and vaults as needed

  • Prepare reports as needed
  • Manage and coordinate spill remediation projects.
  • Coordinate registration and removal of hazardous waste
  • Manage the hazardous-waste accumulation area and any universal or other waste disposal locally
  • Assist with annual hazardous waste reporting
  • Maintain site chemical inventory
  • Prepare any local or state water permits, and plans required to maintain compliance
  • Perform site inspections weekly for metals, debris, turbidity, or other substances with potential to lead to non-compliance
  • Participate in local emergency response drills Safety:
  • Assist with developing local contractor procedures
  • Participate in vetting of new contractors
  • Assist the Regional HSER Manager with completing a terminal Risk Register
  • May exercise emergency authority to prevent or stop unsafe acts when immediate action is required
  • Prepare reports on occurrences and provide statistical information to management.
  • Compiles, calculates, and submits site reports
  • Coordinates all site environmental and regulatory training
  • Develops and conducts new employee orientation for all applicable HSER topics
  • Identify best practices and lead continuous improvement initiatives to reduce work process risks raise environmental awareness and improve safe work practices.
  • Develop, implement, and maintain employee training programs as indicated by regulatory guidelines.
  • Provide technical advice, coaching, guidance and mentoring to managers and employees on environmental initiatives and necessary changes.
  • Performs environmental surveys and inspections, prepares written reports of findings and recommendations for corrective and preventative measure where indicated and follows up to ensure measures have been implemented.
  • Ensure compliance with timely reporting as required by state and federal environmental regulations and statutes.

REQUIRED EXPERIENCE, KNOWLEDGE, & SKILLS
 
  • Minimum Bachelor’s degree in engineering, science, or environmental science.
  • Minimum of 7 years of Oregon government, community or public affairs experience required
  • Minimum of 5 years related work experience in a midstream or refining setting
  • Demonstrated understanding of and ability to communicate effectively with regulatory authorities, government officials, major customers and executives within the organization.
  • Direct experience working with high volume petroleum products and chemicals.
  • Previous experience related to the enforcement of federal, state, and local regulations (EPA, ODEQ, Portland BES etc.)
