JOB DESCRIPTION
 
The Manager II, EH&S/Security works actively with Corporate EH&S/Security and all levels of management to ensure environmental, safety, health and security work standards and methodologies are communicated, and targeted goals are achieved. Ensures the implementation and continuous improvement of Environmental, Health, Safety and Security processes and systems consistent with company policies and performance standards, as well as compliance with applicable regulations. Serves as a catalyst and technical expert resource to promote and develop an innovative and proactive EH&S/Security culture within each organization. Reports directly to the Corporate EH&S/Security department head and acts as the designee on all corporate matters when Corporate EH&S/Security is unavailable.
 
RESPONSIBILITIES
  • Collaboratively participate and co-leads corporate initiatives to drive continuous improvement of global EH&S/Security management systems.
  • Develops and coordinates a formal system for the management of environmental health and safety issues. Ensures the provision of appropriate resources to plan, implement, monitor and review the effectiveness of the system.
  • Works with external advisers as required and regulatory authorities to ensure compliance with all applicable environmental, health and safety regulations and best practices.
  • Ensures full regulatory environmental compliance by providing research and support to ensure site processes and technical projects meet state and federal requirements. compiles, completes, and files all associated statutory reports.
  • Provides information and legal analysis in support of any administration action or hearing, lawsuit or regulatory action involving EH&S/Security matters on behalf of the company.
  • Develops, implements and continuously improves safety and health tools, systems and processes to meet the goal of zero injuries and to ensure compliance with applicable regulations and company standards.
  • Develops and implements waste reduction and pollution prevention projects by tracking and measuring non-product output. Assists each site with the development of pollution control, emission reduction, and prevention goals.
  • Analyzes, evaluates and provides senior management with metrics that measure effectiveness of the EH&S compliance and training programs.
  • Collects, analyzes and identifies trends based on injury and illness data, and recommends and/or implements corrective actions to improve or reduce injury rates.
  • Engages in the evaluation of equipment design, administrative procedures and training requirements to establish best management practices and safe work practices for all manufacturing processes at the assigned location.
  • Develops and promotes an action-oriented culture with a sense of urgency based on safety observations, assessments, policies and procedures to manage the risks and identify the hazards at both office and work sites.
  • Participates in Worker’s Comp Claim’s Reviews to direct strategies for minimizing the company’s exposure to losses.
  • Develops detailed recommendations, implementation strategies and tactics, and funding documentation to put in place systems or programs that will prevent/eliminate accident and injuries.
  • Assesses EH&S/Security compliance and risks with potential acquisitions. Assists with the integration of new acquisitions and initiates the safety culture transition into the company.
  • Direct or provide oversight to all environmental compliance issues related to waste management, wastewater permitting, air quality permitting, Federal, State and Local agency applications and submittal, environmental auditing and agency inspections for PA/CA/TX/FL Operations.
  • Direct external vendor/contractor (TSDF) environmental audits and ensure any identified gaps and properly addressed across all Client locations.
  • Plan, design and implement environmental strategies and procedure related to reducing waste, recycling and energy/natural resource conservation and reduction.
  • Function as the Sustainability Officer for Client Company and works with Corporate EHS/Security, marketing, sales, external customers, local government(s) and the community on environmentally related events and initiatives.  
  • Provided technical expertise and regulatory insight to EHS/Security representatives located in CA, DR, TX, FL, PA locations to ensure best management practices are being employed.
  • Prepare the Following Reports:
o  Annual Sustainability Report for Client Company
o  Hazardous Waste Reporting.
o  Wastewater Discharge Reporting.
o  Title III/V Reporting (air quality/emissions).
o  Community Right-To-Know (RTK) Reporting.
o  Emergency response and Contingency Planning Notifications.
o  USDOT Registrations.
 
REQUIRED SKILLS, EXPERIENCE & QUALIFICATIONS
 
  • Bachelor’s Degree in Science or Environmental/Safety Engineering.
  • 10-15 years diverse experience in a dynamic EHS/Security role.
  • 8-10 years of supervisory experience.
  • 10+ years regulatory compliance experience.
  • Working knowledge of OSHA, CALOSHA, PADEP, EPA, RCRA and NFPA
  • Compliance and auditing background with strong interpersonal skills.
  • Proficiency with Federal and State environmental reporting and permitting.
  • Strong ability to speak & convey information to large groups.
  • Organize work, meet deadlines, supervise staff, exercise initiative and communicate effectively with others.
  • Must be able to interpret, understand and train on government regulations in a clear and concise manner.
 
DESIRED QUALIFICATIONS
  • Previous experience in an FDA regulated environment and/or experience in the Pharmaceutical, Medical Device or manufacturing industry.
